According to Israeli practice, the president of the State, Reuven Rivlin, will thus turn to Herzog first in order to set up a new cabinet. This is not fully accurate. Before being called by the Pdt, the winning party must prove they can form a new coalition. Bottom line, Buji won't be able to make it without the Arab list (who will never join a Jewish Gov anyway) notwithstanding the fact that almost no party (except for Meretz) would agree to sit in a coalition including the Arab list.
